Tier IV Consulting engineers represent the engineering and technical experience of more than 50 years in critical system design and operations, commissioning and maintenance, as well as infrastructure management.

Originally incorporated as Power Engineering, Inc in New Jersey by Edward P. Rafter and William T. Collins, the business has experienced several evolutions over the past 14 years. In 1995 Mr. Rafter relocated the primary business operations to Kansas City, Kansas where Mr. Mark Hartfiel joined the company. In 2002 Rafter and Hartfiel merged with another engineering firm in the Kansas City area an effort to expand the resources available to our clients. Over the past two (2) years these services have evolved to include critical infrastructure management.

Recently Rafter and Hartfiel formed Tier IV Consulting Group with a renewed focus on those clients with high reliability infrastructure requirements.

Tier IV Consulting Group’s project team is unique in their hands on experience in facilities design, administration and operations related to high-reliability data, financial, and telecommunication facilities. Our engineers provide an appropriate balance of electrical and mechanical systems credentials to ensure that all of our client’s systems are commissioned by knowledgeable and reliable experts.
